Public Finance Limited (formerly known as " JCG Logo JCG Finance Company, Limited") ("Public Finance" or the "Company") was incorporated in October, 1977. It is one of the largest financial institutions in Hong Kong with a total of 42 branches located in Hong Kong Island, Kowloon and the New Territories. Public Finance is a deposit-taking company under the supervision of the Hong Kong Monetary Authority.

The shares of Public Financial Holdings Limited ("Public Financial"), the holding company of Public Finance, are listed on The Stock Exchange of Hong Kong Limited (stock code : 626).

In 1990, the Company was acquired by Public Bank Berhad ("Public Bank") of Malaysia and became its subsidiary. Public Financial was incorporated in 1991, and henceforth, the Company became its wholly owned subsidiary. In January 2006, the name of the Company was formally changed to Public Finance Limited, and became a wholly owned subsidiary of Public Bank(Hong Kong) Limited on 17 October 2008 as part of the group's reorganisation.

Public Finance is engaged in various business activities including the provision of personal and commercial lending, overdraft, property mortgage loans, hire purchase and leasing, taxi financing, fixed deposits and distribution of insurance products, etc.

Tan Sri Dato' Sri Dr. Teh Hong Piow

Tan Sri Dato' Sri Dr. Teh Hong Piow is the Founder and the Chairman and a substantial shareholder of Public Bank, a commercial bank listed on Bursa Malaysia Securities Berhad and the ultimate holding company of the Company. He has 58 years of experience in the banking and finance industry. He was appointed a Non-executive Director and the Chairman of Public Financial in September 1991. He is currently the Chairman of the Remuneration Committee and the Nomination Committee of Public Financial. He is also the Executive Chairman of Public Bank (Hong Kong) Limited ("Public Bank (Hong Kong)") and the Non-executive Chairman of Public Finance. In recognition of his contributions to society and the economy, he was conferred the Doctor of Laws (Honorary) from University of Malaya in 1989. He had served in various capacities in public service bodies in Malaysia; he was a member of the Malaysian Business Council from 1991 to 1993; a member of the National Trust Fund from 1988 to 2001; a founder member of the Advisory Business Council since 2003; and is a member of the IPRM Accreditation Privy Council of Malaysia. He is a Fellow of several institutes which include the Institute of Bankers Malaysia; the Chartered Institute of Bankers, United Kingdom; the Institute of Administrative Management, United Kingdom; the Institute of Chartered Secretaries and Administrators, Australia; and the Malaysian Institute of Management. Tan Sri Dato’ Thong Yaw Hong was appointed an Independent Non-executive Co-Chairman of Public Financial in July 2006 and is the Chairman of the Audit Committee and Risk Management Committee, and a member of the Remuneration Committee and Nomination Committee of Public Financial. He is the Independent Non-executive Co-Chairman of Public Bank, Public Bank (Hong Kong) and Public Finance. He holds directorships in several other companies in the Public Bank Group.

He graduated with a Bachelor of Arts (Hons) degree in Economics from the University of Malaya and a Master’s degree in Public Administration from Harvard University. He attended the Advanced Management Program at Harvard Business School. In September 2006, he was conferred the Doctor of Economics (Honorary) from University Putra Malaysia.

Tan Sri Dato’ Thong Yaw Hong has had a distinguished career with the Government of Malaysia, primarily in the fields of socio-economic development planning and finance. He had served in the Economic Planning Unit in the Prime Minister’s Department since 1957 and became its Director-General from 1971 to 1978 and served as Secretary-General, Ministry of Finance from 1979 until his retirement in 1986.

Mr. Tan Yoke Kong has more than 26 years of experience in the banking and finance industry. He was appointed an Executive Director of Public Financial in February 1992 and is the Chief Executive/Executive Director of Public Bank (Hong Kong) and an Executive Director of Public Finance. Mr. Tan is a Fellow of the Association of Chartered Certified Accountants, United Kingdom and an Associate of the Institute of Chartered Secretaries and Administrators, United Kingdom. He is currently the Vice-chairman of The DTC Association in Hong Kong.

Mr. Lee Huat Oon

Mr. Lee Huat Oon has more than 20 years of experience in the banking and finance industry. He was appointed an Executive Director of Public Financial in June 1996 and is the General Manager/Chief Executive and an Executive Director of Public Finance. He holds a degree in Accounting from the University of Malaya and is a Registered Accountant with the Malaysian Institute of Accountants.

Tan Sri Dato' Sri Tay Ah Lek has 47 years of experience in the banking and finance industry. He was appointed a Non-executive Director of Public Financial in January 1995 and is a member of the Audit Committee, Remuneration Committee, Nomination Committee and Risk Management Committee of Public Financial. He is the Managing Director / Chief Executive Officer of Public Bank. He is also a Non-executive Director of Public Bank (Hong Kong) and Public Finance.

Tan Sri Dato' Sri Tay Ah Lek holds a Master's degree in Business Administration from Henley, United Kingdom and attended the Advanced Management Program at Harvard Business School. He is a Fellow of the Financial Services Institute of Australasia, the Institute of Bankers Malaysia and the Malaysian Institute of Management.

He is presently the Chairman of the Association of Finance Companies of Malaysia and the Association of Hire Purchase Companies Malaysia. He is a Council Member of the National Economic Action Council and the National Payments Advisory Board in Malaysia. He also holds directorships in several other companies in the Public Bank Group.

Mr. Quah Poh Keat

Mr. Quah Poh Keat is experienced in auditing, tax and insolvency practices and had worked in Malaysia and United Kingdom. He was appointed a Non-executive Director of Public Financial in July 2008 and is a member of the Audit Committee and Risk Management Committee of Public Financial. He is also a Non-executive Director of Public Bank (Hong Kong) and Public Finance, and an Independent Non-executive Director of Public Bank. He also holds directorship in another company in the Public Bank Group.

Mr. Quah is a Fellow of the Malaysian Institute of Taxation and the Association of Chartered Certified Accountants. He is also a Member of the Malaysian Institute of Accountants, the Malaysian Institute of Certified Public Accountants and the Chartered Institute of Management Accountants.

He was a partner of KPMG Malaysia since 1 October 1982 and appointed Senior Partner (also known as Managing Partner in other practices) in October 2000 until 30 September 2007. He retired from the firm on 31 December 2007.
